regardless of how many unionists they
employ

If association employees are the
majority of industry employees,
government can extend agreement
terms to cover all employers in industry

Public employees
If association employees are the majority of industry employees, government can extend agreement terms to cover all employers in industry
In practice happens only in certain sectors of the economy
Public employees
Have same bargaining rights as private sector
Exception is civil service which does not have right to strike or even bargain.
Their unions represent them by lobbying
