1. Dean Ruwe reported that, regretfully, Professor Tooker is on emergency leave for the remainder of the semester. It was decided that the Committee would proceed without trying to find a replacement for her.
2. Professor Fischler reported that Professor Tooker informed him that the classroom space survey by the CAPHE committee had been compiled. It will now be circulated among the faculty for reactions.
3. Professor Fischler addressed the response by the CAPHE committee to our report on the proposal for establishing a faculty development program. It was agreed that the Committee need not respond to CAPHE. CAPHE will be taking their proposal directly to the Executive Board of the Faculty Senate.
4. After a brief discussion the minutes of the previous meeting were amended and approved.
5. The Committee next took up Professor Donn's proposal for establishing limits on the number of hours than can be taught by adjunct faculty. Some members of the Committee felt that strict guidelines were necessary in order to insure compliance by all departments. Other members felt that some kind of escape clause should be included to cover emergency situations. Some members pointed out that such strict limitations on adjunct teaching hours would create problems for some departments. The following language regarding the hiring of adjunct faculty was proposed. Such language should be placed in the Faculty Handbook at V. C. Non-Tenured Appointments. If it is added to the Faculty Handbook, it will have to be approved by the Executive Board of the Faculty Senate and the Board of Trustees.
Adjunct (part-time) faculty appointments may be made for an individual semester or an academic year. Adjunct faculty will be paid on a "per course taught" basis and may be asked to teach no more than two three or four credit courses or one five credit course (or the equivalent) in any given semester. Any teaching load in excess of this will be considered as a full-time teaching load for which the faculty member will be compensated as a full-time employee for that semester/academic year.The proposal was passed by a vote of 5 for and 1 against. The Chair of the Committee for next year will place it on the agenda of the Executive Board of the Faculty Senate.6. The Committee next considered the proposal for the establishment of a College wide common hour. Professor Curley proposed the following resolution.
Resolved, the proposal for a college wide common hour be accepted as written.The original proposal appears as an appendix to these minutes. Discussion centered around the general desirability of establishing a common hour and the day and time of such a common hour. Professor Rinaman indicated the reasons for proposing that the common hour be on Mondays from 1:30 to 2:45 P.M.. Professor Kelly presented the following amendment to the proposal.
The proposal for the establishment of a college wide common hour should be amended such that the common hour occur on Fridays from 2:30-3:45 P.M.The amendment failed by a vote of 4 against to 2 for. The resolution received a vote of 3 for and 3 against. The proposal will not be reported out of the Committee. It was pointed out that, because the Committee was not at full strength, it may be reconsidered next year.
7. The Committee will next meet on Monday, April, 20, 1998, at 2:30 P.M. in the Continuous Learning Conference Room. The proposal regarding Academic Librarians will be discussed. Following that, the proposal for compensation for laboratory hours will be considered.
William C. Rinaman
Purpose: A college-wide common hour will be a time when members of the academic community—faculty and students—can schedule events of interest to the entire community. The types of activities envisioned would be such things as invited speakers, meetings of the full Faculty Senate, and meetings of informal groups such as the Pedagogy Group. In addition, it we propose that the first Monday of each month be set aside for activities of more restricted interest. These would include, for example, departmental meetings, and Faculty Senate committees that meet on an a periodic basis. Committees and other groups that meet regularly, but not weekly, could not use this monthly common hour for their meetings.
Scheduling: Activities to be held on Mondays other that the first Monday of each month will be scheduled on a first come-first served basis. The Academic Dean's office will maintain the schedule. Furthermore, the Academic Dean will be responsible for resolving any conflicts that might arise regarding the scheduling of events during common hours.
Adjustments to Course Scheduling: In order to not lose any teaching time due to the implementation of the common hour we propose the following revision to the schedule of classes.

These changes accommodate a common hour while maintaining the same number of class hours per week as we currently have. Some issues of detail have been raised regarding the implementation of a common hour. We address these individually.
Assessment of the Common Hour: We propose that the common hour be conducted on a trial basis for two years. The program will be canceled after that time unless the Faculty Senate votes to make it permanent.
